The area normally receiving this service will be split into four zones, consisting of three urban zones and one rural zone. The clean-up collections will be conducted over one week in each zone.&lt;br /&gt;
What zone are you in?&lt;br /&gt;
Residences located within the Dubbo built-up area (50 kph speed zone) are in urban Zone 1, 2 or 3 as follows.&lt;/p&gt;
&lt;p&gt;Urban Zone 1 is east of the Macquarie River and north of the Dubbo to Wellington railway line.&amp;nbsp;&amp;nbsp; &lt;/p&gt;
&lt;p&gt;Urban Zone 2 is west of the Macquarie River.&lt;/p&gt;
&lt;p&gt;Urban Zone 3 is east of the Macquarie River and south of the Dubbo to Wellington railway line.&amp;nbsp;&amp;nbsp; &lt;br /&gt;
Residences located outside Dubbo&amp;rsquo;s 50 kph speed zone that receive a weekly wheelie bin service are in the rural zone. The rural zone includes the estates of Richmond and Firgrove and the villages of Brocklehurst, Eumungerie, Ballimore, Mogriguy and Wongarbon.&lt;br /&gt;

&lt;strong&gt;Rural zone:&lt;/strong&gt; Place bulky rubbish and garden waste next to where you normally position your wheelie bin for collection. &lt;br /&gt;
&lt;strong&gt;Urban zones:&lt;/strong&gt; Place bulky rubbish and garden waste on the footpath, making sure it does not obstruct people using the footpath. &lt;br /&gt;
Please place your bulky waste out for collection close to the date set for your zone. This reduces the possibility of rubbish being scattered by wind or passersby while awaiting collection. Materials placed out for collection after the appropriate day for your zone will not be collected.&lt;/p&gt;
&lt;p&gt;Guidelines for collection:&lt;/p&gt;
&lt;ul&gt;
    &lt;li&gt;There is a limit of the equivalent of one level box trailer load or one cubic metre (1m3) of garbage per residence. Quantities in excess of this amount will only be removed if requested by the resident and at a cost of $150m3 to the resident. &lt;/li&gt;
    &lt;li&gt;Green waste should be separated from other garbage. Tie prunings into bundles with string or rope and place loose garden waste such as lawn clippings and leaves in cardboard boxes. &lt;/li&gt;
    &lt;li&gt;Whitegoods and other metal items should be placed in a separate heap for collection &lt;/li&gt;
    &lt;li&gt;Place loose garbage in boxes or bags &lt;/li&gt;
    &lt;li&gt;Remove doors from old freezers and fridges&amp;nbsp; &lt;/li&gt;
    &lt;li&gt;Household hazardous waste and liquids (such as chemicals, poisons, oil, paint and batteries) will not be collected &lt;/li&gt;
    &lt;li&gt;Commercial properties are not eligible for this service &lt;/li&gt;
    &lt;li&gt;Truck and tractor tyres will not be accepted &lt;/li&gt;
&lt;/ul&gt;

Mayor Greg Matthews officially presented the cheques on Monday, 7 September 2009.&lt;/p&gt;
&lt;p&gt;The last round of funding under Council’s financial assistance program went to 11 community groups in April 2009 and totalled $10,000.&lt;/p&gt;
&lt;p&gt;The funding is designed to assist local community groups in developing initiatives that will benefit members of the wider Dubbo community and encourage involvement in the many community programs within the City.&lt;/p&gt;

&lt;p&gt;In June 2009, Council resolved to make provision for engaging an independent expert to undertake the review, which got underway this week.&lt;/p&gt;
&lt;p&gt;Former NSW Treasury Secretary Professor Percy Allan AM, who is Research Director of Review Today Pty Ltd, is being supported by a team of other experts from GHD Ltd and TreEnt Pty Ltd who have extensive experience in asset management and financial modelling.&lt;/p&gt;
&lt;p&gt;Review Today Pty Ltd develops long-term financial strategies to help councils achieve the best balance between the competing goals of sustainability – sustainable services, sustainable infrastructure, sustainable finances, and affordable rates, fees and charges.&lt;/p&gt;
&lt;p&gt;Dubbo City Council General Manager Mark Riley said maintaining Council’s extensive asset base – estimated to be worth around $997 million – was becoming more difficult given reduced resources.&lt;/p&gt;
&lt;p&gt;The Minister for Local Government’s decision not to permit a special rate variation for Council in the 2008/09 financial year of two per cent for road infrastructure and two per cent for parks and landcare operations resulted in many vital City projects being put on hold.&lt;/p&gt;
&lt;p&gt;“The issues of ageing infrastructure and their subsequent maintenance and renewals are still very much applicable to the problems identified some years ago which have still not been resolved,’’ Mr Riley said. &lt;/p&gt;
&lt;p&gt;Professor Percy Allan is well known for his comprehensive report “Sustainability of Local Government in NSW”, commissioned by the Local Government and Shires Association (LGSA). He was also Chairman of the NSW Treasury Corporation and Secretary of the NSW Treasury Department from 1985 to 1994. Review Today has undertaken comprehensive assessments for councils such as Albury, Newcastle, Wollongong, Great Lakes, Greater Taree and Armidale.&lt;/p&gt;
&lt;p&gt;“It is considered that Professor Allan is the pre-eminent person in the State for undertaking asset condition and financial capability reviews for multi-purpose local government authorities,’’ Mr Riley said.&lt;/p&gt;
&lt;p&gt;“As General Manager, I consider the funding of this review to be most necessary and prudent to assist in ensuring the viability of Dubbo City Council into the future. Following completion of the review, Council will be in a solid position to consider future funding strategies. The Review Today approach provides an integrated solution to long-term community, strategic, financial and asset planning as required by new State Government legislation, which is estimated at 40% of the cost of undertaking separate consultancies.’’&lt;/p&gt;
