1 August 2008: David Payne, Cr Peter Bartley, Mayor Greg Matthews and Council General Manager Mark Riley at the official signing of the construction contract for the DRTCC.29 August 2008: The ceremonial turning of the sod is performed by Dubbo Mayor Greg Matthews and Council’s General Manager Mark Riley.22 September 2008: Council’s Building Consultant Mick Wilson with David Payne and John Stoddard from David Payne Constructions get ready for the drilling of theatre’s pier holes.24 October 2008: The pier holes, now filled with concrete, will bear  the weight of the new building.27 November 2008: Tonnes of steel is being prepared for delivery to the construction site in January 2009.27 November 2008: Construction of the DRTCC is in fill swing; 4000 tonnes of dirt have been removed to make way for the new facility.18 December 2008: Council’s Director Community Services David Dwyer, Site Manager John Stoddard, Mayor Greg Matthews and Council’s General Manager Mark Riley at the pouring of the first concrete.

Construction timeline

78 weeks, commencing September 2008

This major construction project will bring together a new 500-seat tiered theatre and the existing Dubbo War Memorial Civic Centre building, to create the Dubbo Regional Theatre and Convention Centre (DRTCC).

The total site will occupy about 4500 square metres in Darling Street and will include a 44-space car park on the corner of Darling and Talbragar streets.
The exterior of the 700-seat Civic Centre will be rendered and painted, while the front façade will receive new glass windows and new finishes on the foyer floor.

The construction site is located between Darling Street and Carrington Avenue, Dubbo.

Who is building the DRTCC?

Four tenders for the construction project were received by the 1 July 2008 closing date. Council appointed local contractor David Payne Constructions to undertake the $13.5m contract which was officially signed by both parties on 1 August 2008.

Construction commenced early September 2008 with an opening proposed for April 2010. The construction period is expected to take about 78 weeks, with a four-week lead-up to the facility being commissioned.

Major construction projects will include the excavation of the site to create a basement facility, demolition of the north-eastern corner of the Civic Centre and joining the new Regional Theatre to the Civic Centre to create a common foyer area.
